In late January 2008, the Victorian Government announced plans to develop an Early Years Learning and Development Framework (VEYLDF birth to 8 years of age) for Victoria and the introduction of transition statements to support children entering school.

On 13 February 2008, the Council of Australian Governments (COAG) Early Childhood Development Working Group agreed that Victoria would lead the development of a national Early Years Learning Framework (EYLF 0-5) covering the years from birth to five and transition to school.

The planning and commissioning of work on the national EYLF informed the development of the Victorian Framework.

The VCAA  Early Years  Unit  was established in April 2008 and is responsible for the development, trial and validation, and implementation of the Victorian Early Learning Development Framework (Birth to 8) in partnership with the Department of Education and Early Childhood Development and the Victorian Children’s Council.

The Victorian Framework is designed to assist families and early childhood professional to guide children’s learning and development from birth to 8 years of age.  It links the five learning outcomes from the national Early Years Learning Framework (0 – 5) with  the learning and teaching in the first stages of the Victorian school curriculum – the Victorian Essential Learning Standards (VELS) from ages 5 to 8 years. It outlines ways to support children’s transitions into and between early childhood education and care and school.
