Early Learning and Development
In late January 2008, the Victorian Government announced plans to develop an Early Years Learning and Development Framework (ELDF) for Victoria and the introduction of transition statements to support children entering school.
On 13 February 2008, the Council of Australian Governments (COAG) Early Childhood Development Working Group agreed that Victoria would lead the development of a National Early Years Learning Framework (EYLF) covering the years from birth to five and transition to school.
The planning and commissioning of work on the National EYLF is informing the Victorian Framework.
The Victorian Early Learning and Development Framework 0-8 is being developed by the Victorian Curriculum and Assessment Authority in partnership with the Department of Education and Early Childhood Development and the Victorian Children’s Council.
The Early Learning and Development Unit of the VCAA is responsible for the management of the Victorian Early Learning Development Framework 0-8 in partnership with the Department of Education and Early Childhood Development and the Victorian Children’s Council.
The Victorian Framework will build on the universal service platform from birth to 8 years, with a direct link to the Victorian Essential Learning Standards in the first years of school

Written submissions
Written submissions on the Draft National Early Years Learning Framework from interested individuals and organisations are welcome until COB 10 December 2008 to EYLF@deewr.gov.au
Victorian Consultations November/December 2008
Consultations on the draft National Framework (0-5) and the Victorian Discussion Paper (0-8) will occur throughout Victoria in November and early December 2008.
The consultation schedule has been planned to include afternoon and evening sessions to ensure maximum participation.
We encourage participation from all interested parties including early year’s practitioners, families, teachers in the early years of school, professionals and community members.

The National Quality Framework for Early Education and Care: a discussion paper
In December 2007, the Council of Australian Governments (COAG) agreed to a partnership between the Commonwealth and state and territory governments to pursue substantial reform in the areas of education, skills and early childhood development, to deliver significant improvements in human capital outcomes for all Australians [1].
This discussion paper provides the basis for the initial round of consultations on the development of a new national quality framework for early childhood education and care to progress these reforms.
The discussion paper outlines some of the issues that have been identified in developing a national quality framework and a national early years learning framework, and poses a series of key questions that must be addressed in developing options. Additional input beyond the issues identified in this paper is welcome.
