VCE Offshore Program
The VCAA model requires an offshore school to form a partnership with a Victorian school to create educational links. The two schools then work in conjunction with each other to deliver the VCE to local students.

China
The VCE is currently taught in China under licence from the VCAA. Partnerships have been established with several education institutions in Victoria, including Haileybury School, Thomas Carr College, Peninsula School and Box Hill Institute, affording students in China the opportunity to study for the VCE at the following 8 schools:
Partnerships between schools have also included teacher training and professional development programs, such as the four-week VCE induction program held at Thomas Carr College in 2009 for teachers from Wenzhou Number 21 Middle School in Zhejiang Province.

Vanuatu
The Neil Thomas Christian University (NTCU), Port Vila, Vanuatu follows the Victorian Curriculum from prep to year 12. Students study the Victorian Essential Learning Standards (VELS) curriculum and are given the opportunity to study for the VCE at NTCU Vanuatu with support from Donvale Christian College in Victoria.
United Arab Emirates
The Victoria International School of Sharjah (VISS), Sharjah, United Arab Emirates, was established in 2007 by the Government of Sharjah and bases its academic programs entirely on the Victorian education model. The Victorian curriculum is taught at VISS from prep to year 12, including both the Victorian Essential Learning Standards (VELS) and the VCE.

South Africa
In another example of the VCAA’s role in educating students overseas, a close working relationship has been developed in South Africa with the highly respected Crawford Colleges and the recently established and prestigious Oprah Winfrey Leadership Academy for Girls. The VCAA works closely with educators and assessors at these institutions to ensure that students receive an education that is of an equivalent standard to the VCE.
Saudi Arabia
The VCAA has a longstanding relationship with the Saudi Arabian International School (SAISR) in Riyadh, Saudi Arabia, delivering the Victorian Essential Learning Standards (VELS) Prep to Year 10 Curriculum. Students at the SAISR also undertake the Australian National Assessment Program – Literacy and Numeracy (NAPLAN) examinations at Years 3, 5, 7 and 9.
