Role of an RTO
Under the Australian Quality Training Framework (AQTF), the RTO (Registered Training Organisation) is responsible for all quality assurance requirements in relation to the delivery of training. This includes assessment and certification.
Assessment of units of competence or modules may be conducted only by or under the auspices of the RTO. Co-operative arrangements may be established between schools and RTOs for the delivery and assessment of components of a training program.
RTOs are registered by Skills Victoria (formerly OTTE) to deliver training products and services. RTOs may be TAFE, private providers, group training companies, industry organisations, schools and workplaces.
Schools must ensure that training providers are registered by Skills Victoria as RTOs. A list of RTOs is available from the National Training Information Service: www.ntis.gov.au
A school not registered as an RTO must deliver training under the auspices of an RTO. For information regarding registration of RTOs, refer to Registration.
Delivery options
Schools may consider two main options for delivery of VET in the VCE programs:
Option 1 – School and RTO Partnership
School and RTO partnerships may work in the following ways:
- shared delivery
- delivery on behalf of the school by the RTO
- delivery by the school of the whole program under the auspices of the RTO.
Schools may negotiate with an RTO to deliver components of the VET program where the school can demonstrate access to suitable staffing and resources. The RTO may also auspice the school to gather evidence towards assessment or to conduct assessment of the components delivered by the school. A school may arrange for an RTO to deliver and assess the entire program.
Schools are responsible for enrolling their students in modules/units of competence with the Victorian Curriculum and Assessment Authority and for entering student results on VASS according to VCE timelines.
A school in partnership with an RTO is not required to register with Skills Victoria, because any delivery by the school will be auspiced by the RTO.
Option 2 – School as the RTO
Schools may apply to Skills Victoria through a Training Recognition Consultant (TRC) to become RTOs for the provision of specified qualifications. For a summary of registration requirements and contacts refer to Registration.
Schools which register to deliver qualifications within the VET in the VCE program are responsible for all elements of delivery, assessment and quality assurance, as well as the awarding of Certificates and Statements of Attainment.
A school registered as an RTO may contract services for delivery of the training and assessment. It is important in these circumstances to have appropriate quality assurance processes in place to ensure that these services function appropriately.
A school registered as an RTOs is responsible for enrolling its students with the Victorian Curriculum and Assessment Authority in certificates and modules/units of competence, and for entering results on VASS when they confirm completion of modules/units of competence. In addition, the school is responsible for provision of enrolment, results and other data within the training sector.
School Delivery
There are two modes of delivery possible in the school context:
- The delivery may be achieved through separate, timetabled classes dedicated to the VET training, where there are enough students enrolled in the specific VET program.
- The school may timetable the delivery of training within the same time allocated to one or more VCE studies linked to the VET training. This is most suited to provision for a small group of students wishing to complete a VET certificate. The school must ensure that the VET training requirements are met, discrete from the VCE study requirements. The assessment tasks and evidence of achievement of learning outcomes must be demonstrated and recorded.
This option may work in two ways:
- The linked VCE studies may offer appropriate learning contexts within which students might achieve the learning outcomes of the modules or the underpinning knowledge and skills of some of the units of competence. Some aspects of both the VCE and VET may be integrated, while others may have to be delivered through separate learning activities. Assessment is the responsibility of the RTO.
- Where there is a high degree of comparability between the VET certificate outcomes and the VCE unit outcomes in one VCE study, the delivery of the VET training may be integrated with the VCE study. Students must undertake separate assessment in order to meet both the VET outcomes and the VCE outcomes. The gathering of evidence for assessment of competency may occur within the school if the RTO partner is satisfied that the school has the required resources and expertise. The assessment tasks and evidence of achievement of learning outcomes/units of competence must be demonstrated and recorded.
Schools should ensure that all learning outcomes required for a particular VET qualification are achieved to the standard specified by the assessment criteria and are assessed according to the assessment method statement for each module/unit of competence. RTOs are responsible for assessment and certification.
