Registration

As a result of the establishment of the Australian Quality Training Framework, only Registered Training Organisations (RTOs) may award VET qualifications. RTOs are responsible for delivery, assessment and certification of qualifications. An RTO may be a TAFE Institute, adult and community education providers, Group Training Company, private provider or school.

In order to comply with these arrangements, a school with students enrolled in VCE VET programs has two options: to form a partnership with an RTO, or to register through the Victorian Registration and Qualifications Authority (VRQA) as an RTO in its own right.

If a school elects to become an RTO, VRQA registration requirements must be met.

Enrolment

It is the responsibility of the student's home school to administer the VCE VET program and all aspects of VCE VET enrolment and results on VASS (VCE Administrative Software System). A student must be enrolled in all units of competence (UOCs) or modules by the home school, regardless of where they are delivered and assessed.

Schools do not need to enrol students in VCE VET units. Enrolment in or withdrawal from a VCE VET unit occurs automatically via enrolment in or withdrawal from the UOCs/modules.

If a student wishes to know what VCE VET enrolments and results have been recorded for them on VASS, they should ask the appropriate member of staff at their home school for a VCE VET Student Full Details report, which lists this information.

Schools should refer to VASS user guides issued by the Victorian Curriculum and Assessment Authority.

Students undertaking a VCE VET program must be enrolled in the following way:

  • Select the appropriate certificate and certificate type.
  • Select the appropriate UOCs/modules which are to be completed during the year.

Monitoring completion of VET modules/units of competence

To achieve a unit of competence a student must be assessment competent for all the elements of that unit.

To complete a VET module a student must be assessed as having achieved all the learning outcomes specified for that module.

It is essential that individual student achievement for elements or learning outcomes in all VET UOCs/modules is documented by the school. Schools are required to record completion of individual UOCs/modules on VASS.

All the requisite UOCs/modules in a VCE VET program must be completed for the student to be eligible for the VET qualification.

Duplication

VCE VET units may only make the maximum available contribution towards satisfactory completion of the VCE where no significant duplication exists between the VCE VET program and VCE studies. Where significant duplication does exist, the number of VCE VET units contributing towards satisfactory completion will be reduced accordingly.

However, all VCE VET units satisfactorily completed will appear on the student's Statement of Results. The modules and/or units of competence satisfactorily completed will all count towards the award of the relevant VET certificate. VCE Tertiary Entrance Rank and VET in the VCE

The award of the ENTER is the province of the Victorian Tertiary Admissions Centre (VTAC). To be eligible for a ENTER, a student must have:

  • successfully completed the VCE
  • received a study score for accredited VCE studies undertaken
  • applied for tertiary entrance through VTAC.

The current provisions for VET in the VCE are:

  • A contribution to the ENTER is subject to satisfactory completion of the unit 3-4 sequence.
  • Where a study score is available for a program, the study score will contribute directly to the ENTER, either as one of the student's best four studies (the 'primary four') or as a fifth or sixth study.
  • Where no study score is available, students may receive an ENTER increment. An increment is calculated as 10 per cent of the average of the scaled scores of the student's primary four VCE studies.

Recording Results

It is important to keep accurate records of completion of all aspects of a VET program. The following results should be entered on VASS by the required dates:

  • result for UOCs/Modules
  • results for graded coursework assessment (if applicable)

It is important to ensure that results are recorded in time for them to contribute to students’ VCE. Schools must comply with timelines as detailed in the current year’s Victorian Curriculum and Assessment Authority VCE and VCAL Administrative Handbook. It is the responsibility of the home school to ensure all results received from other providers are accurate and received in time to be entered in to VASS.
