Review of minimum standards of senior secondary literacy and numeracy

In February 2018, the VCAA was asked by the Minister for Education, the Hon James Merlino MP, to consider whether there should be an explicit requirement for students to meet minimum standards of literacy and numeracy in order to be awarded the Victorian Certificate of Education (VCE) or the Victorian Certificate of Applied Learning (VCAL).

As part of this investigation, the VCAA consulted widely between 26 March and 18 May with experts, including schools, industry groups, unions and the community. A consultation paper was available on the VCAA and Engage Victoria websites and fifteen consultation events were held in metropolitan and regional locations across Victoria.

The VCAA subsequently provided a report detailing consultation findings and recommendations to the Minister for Education.
