Update: New Recognition of Learning Statement (available for eligible school leavers in 2026)

Principals/Directors, VCE, VCE VM and VPC Coordinators, wellbeing staff

From the end of 2026, the efforts of eligible school leavers who do not achieve a senior secondary certificate can be recognised through a Recognition of Learning Statement.

The Recognition of Learning Statement has been developed to formally acknowledge students who have meaningfully engaged in learning throughout their education, including during their senior secondary years, but cannot achieve completion of the VCE or VPC due to individual circumstances.

Eligibility for the Recognition of Learning Statement

The Recognition of Learning Statement will be available to eligible students from all Victorian schools. Eligibility will be determined at a school level using the professional judgement of the principal (or equivalent) and in accordance with the following criteria:

  1. The student must have:
    1. meaningfully engaged in learning throughout their educational journey, including their senior secondary years, to the best of their ability; and
    2. been unable to participate in or complete the VCE (including the VCE VM) or the VPC, due to individual circumstances.
  2. The student would be:
    1. exiting schooling at the conclusion of the school year; and
    2. at least 18 years old, or turn 18 before 30 April the following year.

Registrations for schools

The Recognition of Learning Statement will be provided to registered schools in the form of an editable template. Schools must register on the VCAA website to receive a template. 

Registrations open at the end of Term 3, and close during Term 4. Registered schools will receive a digital template in mid Term 4.

Critical dates

Registrations will open at the end of Term 3 and close during Term 4. Registered schools will receive their digital template in the middle of Term 4, in time for graduation ceremonies and end-of-year celebrations.
