The
VPC Administrative Handbook 2025 provides detailed information for principals, teachers and administrators on how to implement the Victorian Pathways Certificate (VPC). The handbook outlines the rules, regulations and policies that support the integrity of the certificate and equity of student access to fair and valid results. This is in line with the national goals for education.
Goal 1: The Australian education system promotes excellence and equity.
Goal 2: All young Australians become confident and creative individuals, successful lifelong learners, and active and informed members of the community.
The Alice Springs (Mparntwe) Education Declaration (December 2019)
